The Livable Centers Initiative (LCI) is a program offered by the Atlanta Regional Commission (ARC) that encourages local jurisdictions to plan and implement strategies that link transportation improvements with land use development strategies to create sustainable, livable communities consistent with regional development policies.

On Tuesday, March 25, 2008, Douglas County hosted the Final Presentation of the LCI plan for Highway 92. More than 50 residents attended this final presentation of the process. Glatting Jackson has submitted to Final LCI Plan to Douglas County and to ARC for review. To view the final plan, please look at the downloadable documents section on the right hand side of this page. There are seven (7) documents marked final plan which comprise the final document. On Thursday, February 21, 2008, Douglas County hosted the Draft Presentation of the LCI plan for Highway 92. More than 50 residents attended this presentation and participated in a question and answer period followed by a table session with maps which was designed to solicit one additional round of comments before Glatting Jackson prepares the final proposed plan for the corridor. Douglas County hosted design charrettes and public meetings the week of December 4th to gather input from area residents on the LCI study corridor. Over 100 residents participated in the design charrettes and public meetings. The public meetings that week explained the LCI and charrette processes as well as provided a recap and overview of the information gathered. On Thursday, November 1, 2007, over 60 residents of Douglas County attended the LCI public participation kick-off meeting at the Douglas County Courthouse. This meeting was the first in a series of public meetings designed to solicit input and ideas from all parties interested in the development of the Highway 92 Emerging Corridor. Many ideas and concerns were voiced during this session. These ideas will be further refined and addressed throughout the study and will help formulate the vision for the corridor. How Are Grants Awarded?
Planning grants are awarded on a competitive basis to local governments and non-profit organizations to prepare plans for the enhancement of existing centers and corridors, taking advantage of the infrastructure and private investments committed in these communities and achieving more balanced regional development, reducing vehicle miles traveled and improving air quality.
What Are the Primary Goals of the Program?
The primary goals of the program are to: 1. Encourage a diversity of mixed-income residential neighborhoods, employment, shopping and recreation choices at the activity center, town center, and corridor level; 2. Provide access to a range of travel modes including transit, roadways, walking and biking to enable access to all uses within the study area; 3. Develop an outreach process that promotes the involvement of all stakeholders.
What Is Douglas County's Role in the LCI?
In March 2007, Douglas County was awarded an LCI grant by the Atlanta Regional Commission for the Highway 92 Emerging Corridor. This corridor along Highway 92 begins at Lake Monroe Road and extends to Interstate 20. Documents on the right-hand side of this page include copies of the application and associated maps.
