Chairman - James MacLeod
James is currently Vice President of Operations of JMAC Aviation Consultants and has previously held senior management positions with both major commercial airlines and corporate flight departments including Nabisco, DelMonte and RJReynolds. James is a FAA licensed pilot, certified international commercial dispatcher with load master certification. James holds an MBA in Finance from Kennesaw State University's Cole School of Business, a Masters Degree in Technology Management from Souther Polytechnic State University's School of Engineering and Management and undergraduate degrees in Aeronautics, Engineering and Aviation Management from Northeastern University in Boston and Embry Riddle Aeronautical University in Florida. James served two terms as a Planning & Zoning Board member before being appointed Chairman in 2011. He has previously served on the County's Annexation Mediation Board, Habitat for Humanity, Douglas County Blueprint Committee and had been actively involved with providing citizen input during the development of the County's Unified Development Code and Comprehensive Land Use Plan. James has lived in Georgia for more than twenty years with the majority of that time in Douglas County. James is married to Shirley MacLeod, a Psycho-Therapist in private practice and they have a young daughter, Kristen Ashleigh MacLeod.
Vice-Chairman, Harvey K. Persons, III
Harvey K. Persons, III has been married to Sherrie for over 33 years, has 3 adult children and 8 grandchildren. Mr. Persons served in the U.S. Army during the Vietnam era and was honorably discharged after two years of service. He retired from the heating and air conditioning distribution industry in August 2009. Harvey is a member of Central Baptist Church, where he is an Adult Sunday School teacher. Mr. Persons served on the Douglasville City Council from 1989 – 1995, was Mayor Pro-Tem, Chairman of the Public Safety committee and served on the Finance Committee. He Was Chairman of the City's first Planning and Zoning board from 1999 – 2004. Harvey has served on the Douglas County Planning & Zoning Board since 2005. He is currently serving as Vice-Chairman. Mr. Persons was also an original founding member of the Character Coalition of Douglas County from 1999 - 2009 and served as the Vice-Chairman. Harvey has been a member of the Republican Party since 1983. He has served as a State Committee member and the Thirteenth Congressional District – Second Vice-Chair since April 2009. He has served as the Vice-Chairman and Chairman of the Douglas County GOP at various times over the years. Mr. Persons has been active in many community programs such as Habitat for Humanity, Council for Battered Women and the Douglas County Mentor Program. He also worked with the Douglas County School System for many years while his children were in the school system and received numerous awards recognizing his efforts to support faculty, education and the school system.
Member - Greg Baker
Greg Baker graduated from Monroe High School in California and soon after high school enlisted in the U.S. Navy. Upon his departure from the Navy he worked for IBM, County of Venture and Northrop Aircraft. His focus changed in 1988 when he opened his first business. Mr. Baker has owned three successful businesses where he was the President/Owner. He has also served on the Board of two insurance companies and one mortgage company. Mr. Baker graduated from Mercer University with a degree in Human Services. He and his wife, Elizabeth, have been married for 31 years and have two children and three grandchildren.
Member - Pearl R. Smith, Ph.D. Pearl is a native of Louisville, KY. Dr. Smith has been a resident of Douglasville, GA since May 2006. She is the founder and president of Pearl of Wisdom Solutions and its subsidiary, Pearl of Wisdom Ministry, which provides coaching, consulting and training services. Her clients include federal agencies, civic organizations, churches and individuals. She is also adjunct faculty with Mercer University, Shorter College and University of Phoenix. Dr. Smith spent the bulk of her career with the IRS in Washington, DC, holding various staff and management positions. After retiring from the IRS, she joined Northrup Grumman as a Senior Consultant. Dr. Smith earned her Ph.D. in Organizational Leadership from Regent University. She pursued her undergraduate and graduate studies at George Mason University. She is the recipient of numerous awards including: Who's Who in America; IRS Woman of Distinction; Jack and Jill of America, Inc. Distinguished Mother; and Regent University Beazley Scholar. Pearl is also an alumni of Leadership Douglas. Not only does she serve Douglas County as a member of the Planning & Zoning Board, but also on the Executive Board for the SHARE House and New Mountain Top Baptist Church. Dr. Smith and her husband, Fred L. Smith, Sr., have been happily married for 30 years. They have two adult sons.
School Board Representative - Kirk Nicholson
Kirk Nicholson was appointed by the Douglas County Board of Education to represent their interests in zoning matters. Kirk is the Capital Improvements Coordinator for the school system.
Member - Wendy Mitchell
Wendy graduated from Barry University with a Bachelor of Science, with a major in Elementary Education with ESOL. She currently holds a Florida Teaching Certificate in Elementary Education/Grades K-6. She has worked with students in grades K-6 and taught grades two through six. Four years ago Wendy's family relocated from Homestead, FL. She and her husband, Robert, feel blessed to be a part of this great community in Douglas County. They have two beautiful children, Paige and Ryan. Wendy and Robert are very involved in their children's school and their extracurricular activities. As a resident of Douglas County for the last four years, Wendy has been active in improving the quality of life for her children and the quality of education not only for her children, but for all of the children at Holly Springs Elementary. For the last three years, she was privileged to serve as PTSO President for Holly Springs Elementary while being a part-time instructor at Omega Private Academy. In her capacity as PTSO Presideint, she coordinated school events and several fundraising efforts with school faculty and parents. As a teacher at Omega and the Student Council Coordinator, she has encouraged the students to serve their community. The students have participated in Easter egg hunts and personalized cards for the local assisted living home. They also started a collection drive for A Gift of Love. The school has volunteered in efforts to assist local charities such as the local Food Pantry, Samaritans Feet, Soul to Soul and the Red Cross. As a Douglas County resident, Wendy is convinced that one way of providing a bright future for our children is to ensure that our community embraces the principles and practices that prepare and position us for the future.
Member - Rickey Roland Rickey has been a resident of Douglas County for 39 years. He has been married to Donna Roland for over 43 years. They have 3 sons and 1 granddaughter. Rickey is currently employed as a manager with T&T Security, Inc. He retired from the Atlanta Police Department after 15 years of services and also from Travelers Insurance Co. after 20 years of service. Rickey served as the Chairman of the Douglas County Republican Party from 2007 to 2008 and was the Douglas County Chairman for the Nathan Deal for Govervor Steering Committee. Rickey has been the Chairman for the "Kids Blue LIght Christmas Special" from 1998 to 2010. He has been a member of the Douglas County Boys & Girls Club Board of Directors since 2000. He is a Trustee of the Hospital Authority of Douglas County and a member of the Douglas Regional Health Board. He is also a member of Ephesus Baptist Church. Rickey has received many awards and honors for his community service including: 2001 Douglas County Boys & Girls Club "Board Member of the Year"; January 2002 Douglas County United Way "Volunteer of the Month"; "Build a Better Georgia" award in 2000 (presented by Insurance Commissioner John Oxendine); and selected to "DC33" in 2006 by the Douglas County Sentinel - this is an annual selection of 33 Douglas County residents recognized for outstanding community service.)
