The Livable Centers Initiative (LCI) is a program offered by the Atlanta Regional Commission (ARC) that encourages local jurisdictions to plan and implement strategies that link transportation improvements with land use development strategies to create sustainable, livable communities consistent with regional development policies.

How Are Grants Awarded?
Planning grants are awarded on a competitive basis to local governments and non-profit organizations to prepare plans for the enhancement of existing centers and corridors, taking advantage of the infrastructure and private investments committed in these communities and achieving more balanced regional development, reducing vehicle miles traveled and improving air quality.

What Are the Primary Goals of the Program?
The primary goals of the program are to:
1. Encourage a diversity of mixed-income residential neighborhoods, employment, shopping and recreation choices at the activity center, town center, and corridor level;
2. Provide access to a range of travel modes including transit, roadways, walking and biking to enable access to all uses within the study area;
3. Develop an outreach process that promotes the involvement of all stakeholders.

What Is Douglas County's Role in the LCI?
In March 2007, Douglas County was awarded an LCI grant by the Atlanta Regional Commission for the Highway 92 Emerging Corridor. This corridor along Highway 92 begins at Lake Monroe Road and extends to Interstate 20. Documents on the right-hand side of this page include copies of the application and associated maps.
In 2009, Douglas County completed a Supplemental Transportation Study for the LCI Corridor which prioritized proposed transportation improvement projects within the Highway 92 Corridor. This supplemental study is available as a downloadable document on the right-hand side of this page.

2011 LCI Transportation Project Grant
In July 2011, the Atlanta Regional Commission issued a call for LCI Transportation Project Grant Applications which are due September 23, 2011. On September 20, 2011, the Douglas County Board of Commissioners authorized the filing of an application with ARC for a proposed Multi-Use Trail and raised bridge to connect Deerlick Park/Chestnut Log/Mt. Carmel School. This application is available as a downloadable document entitled Deerlick/Chestnut Log/Mt. Carmel Multi-use Trail application on the right-had side of this page. Announcement of grant recipients is anticipated from ARC by the end of the year.
