Overview:
Todd has 22 years of Technology Experience. He was named by Governor Perdue in 2007 to serve on Georgia's Technology Assessment Steering Committee. He served three terms (2005, 2006, 2007) as Chairman of Georgia’s Chief Information Officer (CIO) Council. Todd was recently appointed in 2011, by Governor Deal, to the State Board of Driver Services. He currently serves on the Legislative Committee for the Georgia Association of Tax Commissioners (GATO), and is a Board Member of the Tax Commissioner's Technology Council of Georgia (TCTech). Todd previously served as Southeastern Chairman of the American Association of Motor Vehicle Administrators (AAMVA) Information Technology Committee, and on AAMVA’s International Technology Standing Committee, and Georgia’s Enterprise Information Technology Leaders Forum.

Todd played a leadership role implementing Georgia’s current Vehicle Registration and Titling System (Used by Tax Commissioners in all 159 of Georgia’s counties). He also helped modernize Georgia’s Department of Revenue, by participating in Georgia’s “Blueprint for Modernization” study with KPMG. Todd served as the founding Chairman of Georgia’s Sharepoint User Group. He also served two years (2006, 2007) on Georgia’s Governance Council and three years (2006, 2007, 2008) on the Advisory Board for Georgia’s Digital Government Summit.

Todd was born and raised in Douglas County. He is married to Dorcas Cowan and they have 4 children (Hannah, Paul, Daniel, and Rachel). He is the son of Terry Cowan, and the late Jerry Cowan, of Douglasville. Todd is an active member of Ephesus Baptist Church where he teaches Sunday School.
