Overview:
Ms. Payne is a lifetime resident of Douglas County (Winston Community), and is the daughter of Robert (Bobby) D. Payne & Geneva Vansant Payne, granddaughter of Georgie Vansant and has one sister Kimberly Payne. Ms. Payne is a 1985 Graduate of Douglas County High School and a member of Ephesus Baptist Church.

Ms. Payne is a direct descendent of Young Vansant who first settled his family in Douglas County in the 1800s and played a great role in the establishment and development of Douglas County in which he gave the tract of land where the old Douglas County Courthouse stands today. How ironic that Ms. Payne continues his tradition of service to this great county which she loves, lives and works.

Ms. Payne was hired by Jane C. Williams, Clerk of Superior Court, on July 28, 1986. Ms. Williams was a great leader and mentor. Ms. Payne began working in the records room assisting the public while learning all aspects of the Clerk’s office. Within a few weeks, Ms. Williams transferred Ms. Payne to the front office where she continued to assist the public and learn as much as she could about the Clerk’s office and County government. In 1986, the majority of the work in the Clerk’s office was still processed by hand. As the Clerk’s office moved into the computer age, she attended computer classes after work at Carroll Tech at her own expense. Ms. Payne was able to bring that knowledge to the Clerk's office by creating new forms, index, etc., that are still used today. Ms. Payne was able to share her knowledge with other employees of the office. Through the years, she worked her way up the ranks; Ms. Williams promoted her to Office Manager where she served in that position until Ms. Williams’s retirement at the end of 1998. Ms. Payne attended classes in Virginia to learn the computer Court Case Management System “Sustain” that is used by the Clerk's office to manage civil, criminal and traffic filing and she serves as administrator over the system. Ms. Payne assists other counties and other Clerk’s offices throughout the State of Georgia which use Sustain.

Ms. Payne was appointed Chief Deputy Clerk by Clerk of Superior Court Cindy Chaffin in January 1999. Ms. Chaffin filled the Clerks position after the retirement of Ms. Williams. During her time as Chief Deputy, Ms. Payne worked with e-filing projects, set up the State Court Clerk's Office, worked with local and state agencies to transfer and receive data which eliminates duplicate entry, and organized and oversaw jury management.

Ms. Payne was honored as the 2007 Douglas County Administrative Employee of the year; she was nominated by her fellow Douglas County co-workers.

Ms. Payne served as Chief Deputy Clerk until the death of Ms. Chaffin in December 2007. At that time, Ms. Payne was appointed Clerk of Superior Court, and was elected to her first full term in November 2008.

Ms. Payne will continue to serve Douglas County as Clerk with honesty, respect and hard work.

Overview
The Clerk of Superior Court serves as the Clerk to the Superior Court of the Douglas Judicial District, and the State Court of Douglas County. The Clerk's Office is the custodian of Court records dating back to 1871, and they include criminal and civil cases, real estate records, financing statements, intangible tax collections, trade name applications, notary public applications, jury management, fine collection and disbursement, passport applications, and military discharge records (DD-214).

The Clerk of State Court is also the custodian of records for State Court, which includes criminal misdemeanor, civil cases and traffic citations. The State Court of Douglas County became effective July 1, 2001; its work was previously handled by the Superior and Probate Courts.
