6. Is there a certain amount of money that has to be utilized for individuals in certain AMI income levels?

Yes. United States Department of Housing and Urban Development (HUD) mandates that a minimum of 25% of NSP funds be utilized for programs geared towards individuals and families at or below 50% of AMI. For Douglas County, this will be approximately $936,065.

Under United States Department of Housing and Urban Development (HUD) guidelines, the following are the only eligible NSP activities:

2. Purchase and rehabilitation of residential properties that have been abandoned or foreclosed upon, in order to sell, rent or redevelop such properties
3. Establishment of land banks for homes that have been foreclosed upon
4. Demolition of blighted structures
5. Redevelopment of demolished or vacant properties

10. Will NSP funds be allocated based on housing price?

No, NSP funds are allocated based on the income level of individuals and families, not based on the price of the house.

11. Will consideration be given to the rehabilitation of homes that need to be rehabilitated?

Douglas County is considering all the options available under the NSP, including rehabilitation of qualifying homes.

12. Who will disburse the funds?

The NSP funding includes a funding mechanism for the administration of the program. Douglas County, through normal procurement procedures, may hire a consultant or other organization to administer this program and the application process.

13. Are funding applicants required to attend home ownership counseling?

Yes, all funding applicants are required to attend homeownership counseling through the United States Department of Housing and Urban Development (HUD) approved counseling agencies prior to receiving funds.
